I think the reason this was implemented in a "Don't" way is that by default the
space is in fact reserved for the panel.

>From my point of view the default setting implies that the checkbox is left
unchecked and if you want to change the default, you toggle the checkbox.
Anyway, for 4.14 it's too late in the cycle to reverse a setting, that'll be
really confusing for users who upgrade...
