Which confirms what I've been saying, the unthemed session logout dialog is
actually not directly related to the commit I added.

Thing is, xfce4-session owns the widgets and xfce4-session starts xfsettingsd
which starts xsettings which sets the theme. Starting xsettings later makes it
less likely to occur, but does not guarantee it cannot happen.
