taskmanager calls setpriority[1] at
https://git.xfce.org/apps/xfce4-taskmanager/tree/src/task-manager.c?id=876515a#n550,
it fails to me with errno EACCES.
I don't know what would be the solution here, I mean if it's possible to
elevate permissions just when the user tries to set the priority of a process.
