Addl info:  Upgrading xfwm to git (from 4.12.5, which is the current in
Archlinux) breaks the wm features as well (Maximizing no longer obeys the
xrandr monitors info, etc). So this is not a purely xfdesktop issue.  I realize
mine is not a common case, but as I understand it, certain monitors (8k and
whatnot) use this xrandr feature to 'combine' two outputs into a single
monitor, so I suspect this regression breaks that case as well if xfce is
ignoring that information from xrandr.
