I am running Fedora 30 with Xfce 4.13pre3. With the upgrade to xfce4-settings
4.13.8, the following issue happens with display settings when the system has
two monitors.

Under display settings - 

If I have "Automatically enable profiles when new display is connected"
enabled, my saved profiles are ignored. In other words, my setup is completely
ignored. However, if I toggle the "Automatically enable profiles ..." setting
OFF, my setup works as expected even surviving restart. This was NOT the case
with older versions.


$ xfce4-display-settings -v
xfce4-display-settings 4.13.8 (Xfce 4.14pre2)
