I've been able to reproduce the situation.
On the basis of the log extract I:

1) removed keepassxc (a snap package)
2) had a look at the folder list (only the localized versions present)
3) re-install kepassxc
4) had a look at the folder list again: english folders are back

I would assume this makes it not a thunar issue; any advice on where to report
this issue? Is this a keepassxc issue?
