You mean the "Set as wallpaper" ("Сделать фоновым изображением") option?
It is provided by the thunar-wallpaper plugin, it just sets a couple of xfconf
values for xfdesktop channel:

Either you have some problem with xfconf or xfdesktop. Updating all Xfce
components to their 4.13 versions could help.
