Ok, got it .. "open as tab" needs to enabled in xfce4-settings-editor.

You mean right click --> detach from the right-click menu ?

When using the right-click menu I cannot reproduce the bug with 1.7.2 .. for me
it is like expected.

The size to use for new windows is stored in xfce4-settings-editor:
last-window-height
last-window-width
last-window-maximized

Could you please check what is inside these variables for you before you
trigger the bug ?
