You probably misread, let me repeat:
It's a known bug with libxfce4ui 4.13.2 and libxfce4ui 4.13.3.

So if you have 4.13.3 then the error/bug is expected.

You can try with either git master or 4.13.1 - in both of those the bug is
corrected.
