Patch solving described problem

My system locale is koi8-r. Single byte. Thunar works in a good way whith it.
Almost. If there is no russian's letters in path line. location bar line still
works perfect. But in the location bar mode there are some misunderstandings
leads to "fffd" symbols in address line. And completion does'nt work also. I am
solve this little problem as I understand, and send you a patch.
