Actually, enabling editable menu accelerators using instructions here
(http://docs.xfce.org/faq) works for every menu entry except 

- create empty file
- Send to data composition
- Send to mail recipient

Interestingly, these three are under a line, perhaps having a special status.
If these would be configurable as all the other Menu entries then that would
resolve the issue.
