I changed the permissions on /usr/share/libalpm/scripts/gtk-update-icon-cache
and updated gtk3
and this problem appears to be resolved.

sudo chmod +x /usr/share/libalpm/scripts/gtk-update-icon-cache
sudo pacman -S gtk3
