The documentation should be updated, ssh-agent and gpg-agent handled separately
now (see https://bugzilla.xfce.org/show_bug.cgi?id=8792).
Try this:
xfconf-query -c xfce4-session -p /startup/ssh-agent/enabled -n -t bool -s false
xfconf-query -c xfce4-session -p /startup/gpg-agent/enabled -n -t bool -s false

And make sure that 'GNOME compat mode' is disabled too (check xfconf-query -c
xfce4-session -p /compat/LaunchGNOME and set it to false if needed), otherwise
gnome-keyring will be launched.
