Drag & drop is explicitly disabled in the shortcut view devices section, I
assume because handling it will make this stuff much more complicated (enabling
it would require dealing with reordering the items, which should not be
possible etc.). You can temporarily switch to the treeview though which
supports this. I have spent some time improving it in the latest version
(1.6.10) and it works mostly fine now.
