My experience is also that the setting does indeed confuse many new users.
"Save session" means nothing at all to most of them. I also think the option
should be disabled by default and that the label should be reworded to
something less technical. It should be made clear what this does in practice.

I'm not sure about removing the option from the dialog, unless it can be
restored with a setting. It's been there for years and there are surely many
users who have grown to rely on it.
