This is a proposal to set minimum supported intltool version to 0.35.0 (or
higher, like 0.40.0) and stop supporting AC_PROG_INTLTOOL in favour of
IT_PROG_INTLTOOL.

A warning would get printed by xdt-autogen just like it's printing a warning
now for AC_PROG_LIBTOOL vs. LT_INIT.
