Proposed patch

Hi,

Another Ubuntu/Debian developer (Steve Langasek) reported that libxfce4util
can't be cross-compiled because AC_RUN_IF_ELSE() for the broken putenv test is
missing the [action-if-cross-compiling] optional argument.

The fix he proposed seems rather straightforward, see attached patch.
