The mailing list thread about this feature request seems to be this one:
http://comments.gmane.org/gmane.comp.desktop.xfce.devel.version4/18693

It is my understanding that now, the panel is automatically restarted after a
crash; so the main motivation for this feature request is gone...?

Personally, I'm not using the "Save session" feature (I don't want stuff to
load automatically when I'm trying to fix my system or just want to use a
single program quickly or my download disk isn't plugged in or I don't want to
chat on Jabber...). I don't care if there's a "Save session" checkbox in the
logout panel, but I think it should be off by default (especially if it is
removed from the logout panel).
