Indeed the 4.6.x as of yet do not have a GUI menu editor. This bug concerned
4.4.x which had a GUI menu editor.
Also the configuration of the menu has been changed structurally. There is a
guide to assist you with writing a new menu configuration, which lives @
http://wiki.xfce.org/howto/customize-menu
