This used to be the case -- I specifically made it stop flashing.  But it seems
to have broken at some point.  Since we're moving over to libwnck, I don't
think we'll have control over this.  Maybe a feature request for libwnck? 
"Blink buttons with urgent/demands attention X times before stopping"?
