What does "pkg-config --modversion vte" reports?

"rpm-q vte" is somehow irrelevant here, what matters is "rpm -q vte-devel". The
installer is a source installer, it means it compiles the software on your
system. You need to have all the required "devel" packages, not just the
runtime libraries.
