The icons in the systray applet do not scale with the panel in 4.3-beta. Thus
only part of the icons in the tray is seen when the panel is made smaller 32
pixels. The frame does scale correctly, but apperently does not set the size
for the icons within.
Steps to reproduce
1. Add the systray applet to the panel
2. Start some application that has a systray icon like gaim (with plugin)
3. Vary the panel size from very small to very big
What happens is that the icons remain the same size, while the frame scales
with the panel. What should have happened is that the icons scale with the
frame and the panel.
Also it seems that the icons render the panel background differently than the
surrounding frame, this makes the system tray look inconsistent with the rest
of the panel.
