I have the same problem, it's caused by a bug in XFCE. When you add a new
shortcut, which contains quotes, XFCE saves it in a XML file which is not
well-formed.

Example:
xterm -name "My Xterm"

produces:
<shortcut command="xterm -name "My Xterm" -e mc" keys="Control+x"/>

Which is obviously wrong. It even breaks every time you save shorcuts (even if
you manually correct it using ")
