I doubt it, xfwm4 doesn't resize the window, it's the client that configures
itself (or rather sends a configureRequest).

More likely, it's an issue with size increments not being used when maximized.
Try disabling "Hide frame of windows when maximized" in wmtweaks settings.

This is probably an issue with vte.
