I always start my applications in a certain workspace and that workspace
doesn't change. For example, I start The Gimp always on workspace 2 and
OpenOffice in workspace 3. Now I have to move those windows to the prefered
workspace or goto the workspace and then start the application.

Wouldn't it be possible to add a commandline application which can start a
program on a specified workspace. For example:
          start_on_workspace 1 gimp
