What you ask is already implemented and works fine (I just checked). It
requires that both the applications *and* the launcher supports startup
notification.

It means that the application must support startup notification, the panel and
the windiw manager must be compiled with startup notification support (default
if available), and at last the option must be active in the launcher.

If all these criteria are met, then it works.
