I cannot reproduce the problem you describe (using revision 20833).

- Do you see the shortcuts files in $HOME/.config/xfce4/shortcuts/ ?
- Is the selected theme listed in
$HOME/.config/xfce4/mcs_settings/shortcuts.xml ?
