You know there is a command line option to select the monitor in Xinerama mode,
don't you?

Use xftaskbar --monitor x

Where x is the monitor number in the xinerama layout. Just save your session on
logout so that the cmd line option is restored along with the session.

Also, if not using Xinerama, it's even simpler, just set the correct display.
