Using 4.2.1

Vertical status bar component value not visible (the colored bar is very pale,
hardly noticeable) when panel size is set to small, this affects volume, battery
and system status plugins. 

I'm using high contrast theme, but the colors are set to bright red, green, etc... 

When i set panel to small size, i can't actually see what the bars are showing.


How to repeat: 
Add one of the mentioned plugins to panel (volume for example), set panel size
to small. Notice the look of the status bars.

It seems as if the color bar is surrounded by a frame, and in the small state
the bar is diminished to be that frame.
