I'm afraid this is not how the taskbar works. The taskbar draws the icon that
the application sets. This is not an icon name that can be looked up in the icon
theme, it is an actual pixmap to draw. 

The only way to handle this is to make the application use an icon from the icon
theme; the panel and desktop settings dialogs do this.

I don't see how this can be fixed.
