Summary:                    snapping a window to an 'always on top' window does not work
Description: 
Steps to reproduce:
  1. In Window Manager -> Advanced check "snap windows to
     other windows"
  2. Open a window and set it to be always on top
  3. Open another window and try nearing it to the previous
     one

First of all sorry for choosing a wrong severity category.
Secondly I forgot to mention that I use the cvs version of Xfce.

windows snap to other windows of the same layer, by moving a window on top,
you put it on an upper layer, thus other windows don't snap to it.

It is not a bug, it's on purpose.
