problem solved:
svg libraries not installed. but why some icons showed up and some not?!
wrong path: svg stores loader libraries in /usr/local/lib/gtk-2.0/2.4.0/loaders/
but xfce looks for them in /usr/lib/gtk-2.0/2.4.0/loaders/
