My .Xkbmap contains -option ctrl:swapcaps,grp_led:scroll since I like to switch
Caps lock with control. It does not work with xcfe4-rc1 (it worked before the
upgrade) and sill works with other managers like evolution, gnome, etc.

Reproducible: Always
Steps to Reproduce:
1. Install xfce4-rc1 using the graphical installer.
2. add -option ctrl:swapcaps,grp_led:scroll to your $HOME/.Xkbmap
3. Log out and login xfce4

Actual Results:  
The Caps lock and the Control are not swaped

Expected Results:  
Allow the setting from setxkbmap. Instead it seems that xfce4-rc1 resets the
settings.

It does not look an X configuration problem. I am on MDK10.1 and this worked
with previous xfce and still works with other window managers.
