Summary:                    panel properties windows appear under every other window
Description: 
Everytime I try to get the properties of any of the plugin running on my
panel, the window appears below any existent window. This is kinda
anoying, those properties windows should appear on top of the others I
think.

Yeah, the dialogs seem to always be in the same layer as the panel. I guess
you set your panel to be below other windows. 

If the panel is on top, the dialogs are also, wich may lead to other
problems.

I'm not sure how best to solve this, but I agree there is a problem here.

You are right, by setting it on top, properties windows get on top too.

I don't think this can be done differently than it is done now.
