Summary:                    focussing issue of the panel - it does not give the focus away
Description: 
Once the panel has the focus, it does not give it away again.
This means that the windows under the cursor are not highlighted and that
I cannot switch desktops using the mouse wheel on the root-window.

sorry - I found out that this is an imwheel issue. If imwheel is not
running then it is working fine. I found out because it just crashed here
