Summary: Blured icons and can't set icon theme
Description:
I've just upgraded Xfce to CVS version and the icons on the panel are ugly
(totally blured). And changing the icon theme doesn't do anything, and
also the plugin "System Button" has always the same icons, I can't change
them.

For the CVS version it is probably better to use the mailing list to
discuss problems, because things are changing pretty fast.
I'll try and see what I can do about the blurred icons.
The missing icons are not a bug. It just means the icon theme you chose
does not contain the icons the panel is looking for. Unfortunately there
aren't (m)any themes that are anywhere near complete.

i had the same problem (really ugly fonts) but enabling hinting in "User
interface" makes everything OK :)
