Summary:                    open dialog should be aware of the current setting and make use of it
Description: 
If there is something in a text box, it's open dialog should open to the
folder that contains the file. For instance, in the menu editor for the
icon text box/open dialog button.

i fixed it in the menueditor and shortcut editor, are there other place to
fix ?
