Summary:                    configurable delays for taskbar & panel autohide behaviour
Description: 
I would like configurable delays for taskbar & panel autohide behaviour.

The delay right now is very short, I would prefer a longer delay (but I'm
sure preferences would differ, that's why I think it should be
configurable).

Ideally there would be 2 settings for both the panel and taskbar - open
delay and close delay.
