Summary:                    'choose alternate icon' dialogue appears directly behind 'new panel launcher' dialogue
Description: 
Because the 'new panel launcher' dialogue is always on-top, the window for
choosing an alternate icon for a launcher is always behind it - this makes
things really really annoying, as you have to move both windows to
opposite corners of the screen in order to choose an icon for your
launcher.

This feature seems to be >= 4.0.3

Could some tweak be added to allow windows pertaining to the 'new panel
launcher' dialogue to be on the same level as it, or on-top of it, or
possibly have pertinant windows moved to opposite corners so both can be
seen, a-la the window-revealer effect in OSX?
