Release notes for 1.3.0

Thanks to our friends Arkadiy and Xoan, this plugin has been ported to
GTK 3 and saved from being archived because the soon-to-be released
xfce4-panel 4.16 is incompatible with GTK 2 plugins.

As with any recently ported project, beware of the possibility of rough
edges. In case you find any regression, please report at
