Release notes for 0.8.6

This release brings a lot of translation updates, small fixes to the
build system and a small bug fix for displaying Fahrenheit temperatures.
A lot of thanks to the contributors and translators for their
improvements to the plugin!

- Add ACLOCAL_AMFLAGS to Makefile.am
- Remove negative sign when temperature is rounded to 0 degree
  Fahrenheit (bug #11604)
- Fix IT_PROG_INTLTOOL warning
- Translation updates: Asturian, Bulgarian, French, Greek, Icelandic,
  Lithuanian, Norwegian Bokmal, Norwegian Nynorsk, Russian, Slovenian,
