Are you running Gentoo?  If so are you referring to the "gnome" 
use-flag?  This only turns of nautilus filesystem support, evince still 
depends on the gnome-icon-theme which drags in any dependencies.  
Otherwise, how are you installing evince?

Evince is just the main example, the problem still exists with totem and 
ffmpeg-thumbnailer.  Also it would be nice to have the priorities so 
people can have multiple thumbnailers for the same format - the fastest 
(by priority) being chosen when TryExec is found.
