I implemented a simple tagging system last year in Perl, with some
command line tools. It was what we might call "brute force" design

It basically mirrored the file system in ~/.labels and kept the tag
data there, with a simple grep to pull the data out.

It was a TERRIBLE idea.

And really, now that I mention it, an irrelevant aside. It was kinda
fun to write though
