This was the controversial bit ... :)

At some point we are going to have to decide exactly what will be part 
of the basic Xfce distro and what will not be. At this point we are 
begining to have too many components that can be reasonably be fitted 
into a "lightweight desktop".

I really don't have a clue how to decide this, but it does seem, to me 
at least, that larger, more independent components like Thunar, 
Terminal, xffm, xfmedia, orage, and xfburn be distributed separately.
