They'll be automatically generated if you run configure with 
--enable-maintainer-mode (default for autogen.sh, disabled by default 
for configure runs). This is because generating these files led to 
problems with some linux distros. And so release tarballs will ship 
these files. If you build from SVN, you'll have to pass 
--enable-maintainer-mode (or simply use autogen.sh).
