I don't think he meant a *real* file. Just that the settings for a 
particular folder can be represented by an object that looks and acts 
like a file in that folder. Double-click it to edit the settings, delete 
it to clear the settings, copy it to clone the settings.

It's an interesting idea, but I'm a little sceptical. I suspect it'll be 
  confusing.
