The example home page was made very quickly using Nvu, but no CSS, and 
the GIMP. I could produce a static web site that uses CSS much like the 
XFC and Xfce sites. I've never written a dynamic web site using PHP or 
DokuWiki so I would be much help there. I would have to go through some 
tutorial(s) first and I don't want to get side tracked at the moment 
doing that.
