I was able to simulating this by toggle cpus with:
# echo 0 > /sys/devices/system/cpu/cpu1/online
# echo 0 > /sys/devices/system/cpu/cpu2/online
# echo 0 > /sys/devices/system/cpu/cpu3/online

This enhancement is present on this branch:
https://git.xfce.org/users/andre/xfce4-cpufreq-plugin/
It would be awesome if you are able to test before I push to master.
