Hello,
it is not really a bug but something that was useful and that has disappeared.

I have two computers on Xubuntu 18.04. Since the update from 16.04 to 18.04,
when the mouse hovers over the Xfce4-systemload-plugin, there is no display of
the amount of used CPU, RAM and SWAT in an infobox anymore. It is not critical
at all, but is really very convenient when launching a resource-consuming
application.

I don't know if it can be useful but here is the results of apt show
Xfce4-systemload-plugin.
