I have the same problem under XUbuntu 18.10.

I do not see any infobox-text of the System-Load-Plugin if I hover with the
mouse over the mem, swap or CPU-Load area.
The same problem on two Laptops with XUbuntu18.10!
The other plugins are showing the infobox-text.

On XUbuntu 18.04 there is not such a problem, everything works well with the
System-Load-Plugin.
